CORPORATE SERVICES DIRECTORATE 

MANAGER: HUMAN RESOURCES

(HUMAN RESOURCES MANAGEMENT SERVICES)

POSITION CODE: 220249

TASK Grade 14 (R535 704 – R744 768 per annum)

(Basic salary only, excluding benefits)

 

Qualifications and requirements: 

  • A three-year Degree or Diploma relevant to the Human Resources field.
  • Valid Code B Driver’s Licence.
  • Providing own vehicle for use on official duties – incumbent will be recompensed for such use in accordance with the relevant locomotion allowance.
  • Excellent computer literacy in MS Office applications, internet and e-mail.
  • Minimum of three years’ supervisory experience at management level in a relevant Human Resources environment.

Key attributes and competencies: 

  • Excellent report-writing skills.
  • Excellent people skills to deal with and resolve highly emotive issues.
  • Excellent management and interpersonal skills.
  • Able to deal with stress and meet deadlines.
  • Ability to formulate proposals and provide creative inputs regarding policy amendments. 

Job purpose: 

  • Managing internal co-ordination and administrative processes of Pension/Retirement Funds, Group Life Scheme, Disability cases, Housing Subsidy Scheme, Work Attendance Policy, and HR Management Services budget and expenditure.
  • Directing and controlling the utilisation, productivity and performance of staff in the Benefits and Compliance Section.
  • Dealing with officials from all levels of the organisation, including Councillors and Trade Unions.  

As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, medical examination, security vetting and psychometric assessment. 

Fringe benefits will include membership of a Retirement Fund, Medical Aid Scheme, Group Life Assurance Scheme, participation in a Housing Subsidy and Car Schemes (subject to the conditions of the various Schemes), and normal leave and sick leave benefits.

SENIOR LABOUR RELATIONS PRACTITIONER

(LABOUR RELATIONS)

POSITION CODE: 220246

TASK Grade 12 (R422 724 – R587 724 per annum)

(Basic salary only, excluding benefits)

 

Qualifications and experience required: 

  • An appropriate tertiary qualification in a Human Resources field.
  • Computer literacy - MS Office applications.
  • Considerable experience (up to five years) as a Labour Relations Practitioner.
  • A post-graduate qualification in Industrial Relations is an added advantage.
  • Valid Code B Driver’s Licence. 

Key attributes and competencies: 

  • Knowledge and experience of labour legislation, in particular within Local Government.
  • Knowledge and experience in developing; implementing and reviewing relevant labour relations policies and procedures.
  • Knowledge of dispute resolutions and CCMA process.
  • Knowledge and experience of working within a Bargaining Council.
  • Proven conflict management and negotiation skills and experience.
  • Case management, case presentation and direction expertise.
  • Appeals, information dissemination and reports/correspondence skill knowledge.
  • Statistical analysis skills.
  • Trade Union awareness knowledge.

Job purpose: 

Co-ordinates and controls the application of specific procedures associated with maintaining a sound industrial relations climate by attending to and guiding disciplinary and grievance processes, capacitating Management Representatives on the application and interpretation of policies and agreements, and attending to administrative requirements with respect to the preparation, circulation and maintenance of reports, correspondence, and notifications.
